The building of the Regional Territorial Administration is an active part of local self-government. The building was erected in the end of the XVIII beginning of the XIX century. According to the documents dating from 1864 Government and Administrative district were divided into Regional and District Services. Those administrations were chosen at assembly on the period of three years. It was common when assembly was formed with the group of leaders, mostly representatives of the nobility and the local bourgeoisie.
The Chernihiv Regional Territorial Administration solved different economic, demesnial property, cultural and educational issues which belonged to its district council.
In the building of the Regional Territory Administration writers Mykhailo Kotsyubynsky, Vladimir Samyilenko, and Boris Grinchenko were working for many years.
