Khyzhniakov  Vasyl Mykhailovych

 

Khyzhniakov Vasyl Mykhailovych was born on December 24, 1842. He was educated at the Kyiv Gymnasium and at the Faculty of History and Philology of St. Volodymyr Kyiv University. In 1864 he moved to Chernihiv. He worked as a teacher at the Chernihiv Classical Men's Gymnasium. From 1875 to 1887 he was elected as a mayor. In 1897, Khyzhniakov was re-elected as a mayor of Chernihiv, but the Ministry of Internal Affairs did not approve his candidacy for the post. He died on February 27, 1917.

During the active work of Khyzhniakov as mayor in Chernihiv, a number of measures were taken to improve the city: a water supply system was built, a city public bank was created, which significantly increased revenues to the city budget. Paving of the streets was started, kerosene lighting was installed, veterinary and sanitary supervision was organized, a hospital was opened, a cemetery was put in order, fire protection was established, an insurance company was opened, and trade with the restrictions in alcoholic beverages was regulated.

In addition to political, Khyzhniakov also took an active public position: he was one of the founders of the Chernihiv Public Library, which began its activities on March 15, 1877, and his wife Khyzhniakova were the members of the Chernihiv Charitable Society, which took care of the orphanage.
