In 1841, the Free Fire Company which was organized on the initiative of the City Council came to the aid the police fire brigade. The firefighter, in turn, received financial assistance from the Fire Insurance Company, which was opened in 1885. In 1893, the building of the Free Fire Company was built nearby the Red Bridge in front of the second police station. It had its own volunteer fire brigade, a private yard and cart. The team consisted of a captain with a salary of 500 rubles per year, an assistant (324 rubles), 128 firefighters who received from 216 to 240 rubles.
Soonely, the city was built up, fires increased, and there was a need to build a new placement. Engineer D. Afanasiev drafted up the project and estimates. For the construction of an area of three hundred square fathoms a loan was provided. So, eventually, the building of the fire company grew on the outskirts of the former Alexander Square. It consisted of two buildings and a fire bilge, which supposed to be used as a water tower afterwards. The first corps was single-storeyed and contained a stable of 11 horses. There were two halls for firefighting. The second building consisted of two floors. The first one contained a signal bedroom for employees, a dining room, a kitchen and a bath. In 1941 the building was burned down and rebuilt after the war. Until 1987 it was used as the Regional Printing House.
The building of the House of the fire company was built in 1913. The complex consists of several interconnected buildings. First of all, it is a 20-meter observation watchtower, from which in the early twentieth century almost the whole city was visible. The central structure was a three-story building, which housed bedrooms, dining room with kitchen, bath, offices and the apartment of the chief. The second building was one-story with a stable and halls for the convoy. From the very beginning, there was a car hall, but the first cars appeared in it only in 1919. In the 1920s, another floor was added above the engine room. Later, a printing house was set up in the premises of the House of the fire company.
