Originally, there was a four-year school in the building of Institute. The building was erected in 1912 under the project of engineer-architect Ivan Yakubovich. But over some period of time, the school was closed. Approximately in the same time, a wave of tuberculosis diseases rolled around the city and city doctors together with city council representatives decided to create a space to combat the scourge and to treat it. That is why was created a separate specialized department in the building of the former school with the help of an active doctor R. Karaev.  


Building is very beautiful, its facade is built in Ukrainian style and there is a lot of stucco and ornament on it. For example, cornices with rosette garlands that looks like sunflowers. The facade is very contrastive; because the building is white with red details this is associated with embroidery on towels. The pediments were built in Baroque style, and on the second floor there are six-sided windows that are traditional for Ukrainian huts and wooden church forms. The room was well lit because there were 17 windows on each floor.
